Walkthrough:
You start with zero credits and 30% happiness. Having no income is a bit of a challenge, but if you've beaten any of the other missions involving raising base happiness levels, you'll be fine.
Pause the game as you assign tasks. Then people won't wander around doing things you don't want them to do.
While the colonists are still on the bridge, have everyone make small talk with a friend to meet the need for human contact. Then send them off to work on their special needs (e.g., Stig to the mess hall, Barbara to the cash machine, Zhang to bed, etc.). Once the special needs are met, gradually see to the other needs.
As you meet needs and assign tasks, bank some credits by selling nonessential objects (detention cell, social areas, most of the plants, extra airlocks). Rearrange the furniture as needed (e.g., move the mess hall to the center of the base, place colonists' beds near other frequently used objects, etc.).
Meanwhile, as soon as Venus and Stig have overall happiness in the green, send them to work on the existing nutrient and iron extractors. You'll need nutrients for your mess hall and you can sell iron to buy things you need. Man the essential stations like power and oxygen as soon as possible, even if several colonists need to take turns there.
Train at least one operative in cleaning. If you follow the pause/un-pause strategy, you may not have time to earn skill badges before beating the mission. Barbara and Zhang are the fastest learners, so I recommend training them as soon as you can. The rest can wait until the next mission.
