Starting litter level is 35%. There's a quick way to beat the mission: sell the bio domes and replace them with new ones. When they are sold, all litter disappears. Then all you need to do is buy a training pod and use it to meet the remaining goals.
Beating this mission without "cheating" is also not difficult. Since none of your operatives start with cleaning skill, you'll have to train Babette and Barbara first in order to meet the other goal.
Assign Hoshi and Kita to the bridge stations. Buy a training pod and train Babette, then Barbara, in basic cleaning. Barbara's high intelligence makes her a quick study, so you can save credits by using a library for her training, but definitely use the pod for Babette.
Training Mr. Zhang in cleaning will also speed things along. He learns fastest of all, so save credits and use the library for him. As a cleaner he moves slowly, so he won't do much, but it adds up. I recommend giving Barbara the remaining training, all in cleaning, as you are able to afford it. She moves fast, has a good work ethic and will clean up the base in short order.
Meanwhile, build another dome below the bridge, between the existing domes. A mess hall, disco and other facilities can go here. Buy at least one hygiene pod right away and put this in the leftmost dome where it's dirtiest. Add another pod when you can. Colonists will want showers after trudging through the litter.
You'll notice some mutant bee activity and vegetation encroachment, but you can ignore it as long as you concentrate on cleaning. You will have beaten the mission before the weed problem gets serious.
